"Back off St. Paul" was an actual banner headline for a Duluth News Tribune editorial. It railed against proposed state legislation to curb environmentally risky mining in Northeast Minnesota. "We’re sitting on the third-largest nickel deposit in the world, with the potential to create thousands of construction jobs and hundreds of good-paying permanent positions," the editorial said. The "we" speaking for the region was actually a Fargo, North Dakota company that took over the paper in 2006 and, at the time of this strip, was firing reporters left and right.
